At what part do you get solgalio or lunala after catching necrozma before the elite 4? I'm at the rainbow rocket part,so how early can you get lunala/solgalio for fusion.

Pretty sure you don't. I think you get it after you beat RR, trying to do it now myself, just beat Giovanni... It would make the game far too easy to give you both Necrozma and Lunala/Solgaleo before the end-game, considering how Ultra Necrozma is even stronger than mega Rayquaza!

EDIT: After you are done with team RR, go to prof's place, there's a mini-event with Lillie and afterwards she asks you to do a Battle Tree challenge with her, so probably after that unless there's something else entirely that you need to do... Do what is suggested bellow, it worked!

you can get solgaleo/lonala after you beat necrozma twice.
then just go to where you helped nebby on the bridge and catch it.
necrozma is on the way to the final 4...

Damn I wish I knew that earlier,it would of been cooler to beat the rr episode with ultra necrozma or does it happen only after the rr episode since ultra necrozma would of made it too easy

you beat him once and than he is combined with lonala (moon) or solgaleo (sun) and you need to beat him again.
than you find him on the way on the ice mountain to catch him.
after that you can go catch nebby. and than combine them for the new necrozma you beat before and use it as one pokemon insted of 2.

So in detail; you mean:
-First, you fight Necrozma not fused
-Then, you battle Dusk Mane/Dawn Wings Necrozma (thats twice)
-Then, you catch him unfused on your way to Mount Lanakila
-In Post-Game, do the Lake passage in Alternate Dimension and get Cosmog
-Fuse them both to get Dawn Wings/Dusk Mane
