Apple Unlocking iPhone 5C, EE

My friend bought an iPhone 5C second hand to use abroad,but it's locked to EE. I called them up to see if I could get it unlocked, and they told me that since it's not registered under my account, I'd have to use a third party to unlock it.

Does anybody know any reliable phone unlocking sites? All of the sites I've seen so far seem to only let me "preorder" my unlock, but I'd rather a quicker solution.
