Is there an app like this? I would like to use my iPad for my emulators such as Desmume and Visualboy Advance. Thanks.

I found something after looking around a bit: http://www.wifipad.com/index.html
It seems a little old, with no retina or iPad specific app, but the 2x view should do it.
I am currently setting this up, will post back if it works.

Ok so I am trying it out but it is confusing. There isn't a general gamepad profile, every profile is tied to an app or game.

try joypad legacy.it's a free apps for pc/mac or idevice.
download/install the pc or mac software,
    http://getjoypad.com/legacy/
and joypad legacy for your idevice,
    http://itunes.apple....d517431698?mt=8
devices must be on the same wifi network.
desmume, for example, is not on the list.so you need to make a new configuration and input the keyboard keys
you want to use. select snes retro controller on settings.
    works great on windows 7/64bit.
    Warning: Spoilers inside!
