The process is all for a 256 byte file. Takes a sixth of your day. It is worth it.
The OTP is always 256 bytes. If it isn't, then it is corrupt.

I compiled arm9loaderhax myself. I can compile for you and you can use my compile and compare it to the compile you get with the cloud. If they match SHA-256 it should be fine to install through homebrew launcher.

Just PM me the OTP.bin.

Did you dump OTP.bin at least 2 times and verify the SHA-256 match.

Which fork of arm9loaderhax do you want?
