I don't think Another Code/Trace Memory is underrated. I think it was farly good viewed but far to short for the price. (Guess most Flashcard users tried it)

I know, I know, I know...it's ugly as fug, and far from great. But I had a lot of fun with it. Lining up traps, so the enemies would juggle and eventually die just from traps laid. It was a fun distraction at the time. Plus, I enjoyed its vibe.

Gonna add this one too, and it's kinda on a technicality. But I do think the 70s it received were still on the low side, but the "literal" under-rated part comes from the fact that almost no known sites rated it"

One of my all-time favorite platformers. Very different, utilizes the DS capabilities in very fun ways, good vibe -- just all-around fun.

To me, the most under-rated NDS games are Mega Man Starforce series.
I personally enjoyed MMSF Series more than the MMBN Series even though the battle has been tactically simplified.

I wish Capcom will release MMBN collection and MMSF collection with wi-fi available.
