Hacking TCP Gecko dotNet Handler?

I've just started attempting to hack my Wii U and I've found TCP Gecko dotNet. I've downloaded the software for my PC and it says I need a handler to connect to my Wii U, but it's "elsewhere." I've looked through a lot of YouTube videos and Google pages with no luck. Any help?

It requires a kernel exploit to be run anyways. I don't think it was ever publicly released.
