It took me a lot to get an idea of what where you saying anyways looks like you want an Stopwatch right? Well i've searching and looks like there's any GBA clock homebrew neither an stopwatch one so.. if you are using a Slot-2 cart on a ds you can use this app:

It depends. Are you playing Mario Kart DS, Pokemon, New Super Mario Bros., etc.
