ROM Hack Some questions

New Nintendo 3DS XL Louvre

Hello everyone, I bought this and I want to play some games on it. If I remove the microSD card which contains the audio guide the console gives this message: microSD card is not inserted. Can we make it run games and use it as a console?

I don't want to patch the code.bin. I want to use the E3 demo's code.bin and romfs.bin over SM3DL (Europe)'s .bins, using HANS.

If I wanted to try it out in Citra, could I get make decrypted ROM using the stuff I have listed in my signature?
