    The 2ds, the old 3ds and the old 3ds xl can't play snes games through the official nintendo store. Is it possible to play snes games in these handhelds by converting snes roms to .cia?

    No, but you can use a homebrew emulator made for that

    Thanks, NSUI was what I was referring to when I mentioned converting snes roms into cias.

    Snes9x is the best option space-wise, as you don't have to convert roms to cia, and o3DS will play nearly everything that doesn't have a special chip at full speed. After how big a deal it was that SNES Virtual Console games were New 3DS-only, this feels like delicious cheating.

    Recommend you use homebrew emulators to play Snes games on it, no need to CFW, it can be done by a homebrew exploit like Ninjhax 2.9 or a R4 card like R4i gold 3ds plus.
