Hacking Sky-3DS rom download help

Guys (and gals) I have a pc that doesn't connect to internet so to download roms my only option is to use my tab to download and transfer the file to my pc to write the game.Simple.But,guess what my damn tab gives errors (OMGG IT TOTALLY WASN'T OBVIOUS) so help?(I guess)(anything will go)

open the devlopper menu of your tablet (in about tap like 5 times on the build number ) eneable USB debugging so you have acces to all the file on it when it is plug to your PC , then simply drag and drop from your download folder , i use firefox on my android device to the download folder. you can also use a file manager on android to move the file from internal memory to sd and use the sd card on your computer .

my problem is it doesn't download at all
