Remove the battery, press and hold the (Power) button for 30 seconds, press it several more times, and reinsert battery. Try turning on the o2DS again.

I'm assuming you haven't yet completed the Luma3DS CTRNAND section. If your o2DS does boot, you should copy everything off your SD card, reformat it FAT32 + 32 KB cluster, and full Write + Verify the empty card with H2testw for hardware problems.

You do not want to go through setting up the CTRNAND with a bad SD card and corrupt files.

not luma settings, but in the guide you are instructed to copy lumas boot.firm to your ctrnand . . . if you dont understand the term(s) you likely did not do this.
the thought is there are corrupted sectors (or possibly files) on your sd card thats keeping your system from booting, so he wants you to copy the sd to your pc, then delete the contents of the sd card, and run h2testw (which will tell us if the sd card has any errors)

please report back the results when done

Without knowing if there are problems with the files you were originally using, add back your Nintendo 3DS folder that contains your games, DLCs, updates, etc.

Acquire new copies of these files for your SD card:

3ds/
ctr-no-timeoffset.3dsx
FBI.3dsx

cias/
Anemone3DS.cia
Checkpoint.cia
DSP1.cia
FBI.cia
Homebrew_Launcher.cia
lumaupdater.cia

gm9/
in/
out/
scripts/

GM9Megascript.gm9
NANDManager.gm9
support/

luma/
payloads/
GodMode9.firm

boot.3dsx
boot.firm
(Luma3DS v9.1, not SafeB9SInstaller)

If it's easier for you, you may choose to use the starter kit found here that has these collected and more.
When you have these back on the card, try following through with the Finalizing Setup.

Edit 1 - When you're prompted with the Luma3DS v9.1 configuration, use this setting:

luma_config.png

Edit 2 - If the o2DS still crashes at start, you must do the battery removal and reinsertion trick.
