Homebrew Safe to update?

So I have been prompt to update my 3ds to the newest firmware 11.3.0-36U.
But I have also heard in the past that Nintendo is paying hackers to find a9lh and other files to make the 3ds back to stock.
Could this be the update?
I know in the past 3ds.guide said to stop asking about updating since its safe to do so, but the rumor I have heard in the past, Nintendo paying hackers to make an update to block a9lh stuff, this could be the update right?

I wasn't aware. I searched on Google "Safe to update 3ds to 11.3.0-36U?" But only got 5 unrelated links. Same when I searched for "Gbatemp 3ds 11.3.0-36U"
