I downloaded retroarch in the hbl it wouldn’t load so I tried latest nightly and was still stuck at retroarch.rpx screen upon booting. I deleted retroarch folders hoping they might repopulate, now I’m greeted with FSOpenFile failed. File missing /vol/external01/wiiu/payload.elf

So I tried replacing the payload wherever it should go, not sure if I missed a spot

And I don’t wish to delete everything and start from scratch

Rpx files are not running under aroma. You can get the aroma retroarch wuhb file, but it's not that good. I would recommend using retroarch under tiramisu. Just get the environment swap app from the hb store, boot to tiramisu and play retroarch via the homebrew launcher. When finished switch back to aroma via the envswap app again. Best experience so far for me. Maybe other people here use a different approach to retroarch

How do i simply restore it so my Wii U will boot and not give me the error screen?

Or would I have to restart from scratch

I also grabbed the arcadepunks

Tiramisu is pretty much obsolete at this point. The Aroma version of Retroarch runs almost all the cores that the Wii U supports
without issue, just get the latest version from @ploggy's signature:
