As most people have previously mentioned, the game is made in Game Maker Studio, which is impossible to "port" to the 3DS.
You could in theory however, remake the game from scratch for the 3DS, reusing only assets like sound and graphics. Besides, while I love the game, I feel like it wouldn't work very well on a portable console as it relies heavily on closing the program by itself, saving data in registry keys, and other tricks that I don't think would be possible to reproduce on the 3DS.

Jokes aside, NXengine is a thing though.
Speaking of Undertale, I figured that making a new thread wasn't worth this question but it seems I cannot make work the 3DSController with that game, it only takes my X, START and Dpad entries. Everything else seems no existent, anyone knows what can be done?

If the controller is using windows inputs you could get JoytoKey, which is a free program that reconfigures buttons on controls to whatever input

If your problem is Undertale not recognizing it anyway...
actually though this might be over-ridden by Undertale if it's recognizing those inputs
Or maybe those inputs specifically would be unusable... Idk

Sorry if this is no help :u

Original Cave Story (PC) could be run on a SNES if some of the enemy rates were removed.
Undertale is huge.
