FIRM is not always updated with every system version. When devs talk about loading a firmware image they refer to the version that particular FIRM was provided with, not the system version the NAND is on. Thus holding L loads 9.0 FIRM because 9.2 uses the same 9.0 FIRM, like 10.3 uses the 10.2 FIRM and 10.6 uses 10.4's FIRM.
