Where exactly is the region locking on the wii console ? If I were to buy a PAL or JPN console for parts and use it's disc drive to repair my US wii would I have any issues ? Could I still play my US games without issue?

Good question, as far as I know region lock totally depends on firmware, not any hardware parts.
But it is fairly easy to hack your console to play all region discs (if your TV works with NTSC and PAL). Or your could play from a USB HDD, that is more comfortable anyway.

Region locking is on software level, so it is perfectly fine to swap drives across regions, so long as the connector fits. Nintendo has made several changes in Wii's optical drive, so they have different connectors.
