Safe mode is just a mode not a firmware, you can go into safe mode to change resolution, reinstall firmware, reinitalize ps4, you can also do system firmware updates and restore the ps4 to default setting.

Yes, the safe mode sprx is outside of the partitions, probably to prevent corruption. I'm sure it's part of the firmware. It is on the ps3, in the core os, called emer_init.self iirc. Iirc, it's just called safemode.self on the ps4. Don't worry.
