Hacking [Question] How do I get FBI back ?

Hi everyone,
I need help to get FBI back on my New 3DS (11.7.0-40E), I lost it because I formatted my console with TinyFormat to get DS games working again on it (but it still doesn't work, I'll ask for help about that later, it's not my top priority though), so I lost the Homebrew Launcher and FBI, but the console still has A9LH and it had Luma3DS v6.6 without his Home Menu Icon of course from before the format (didn't have the time to update to B9S or to a new Luma3DS version). If you are qualified enough to help me, please give me some guidelines to follow down there.
I still have Decrypt9Wip by pressing START + Power and if necessary I have access to oot3Dhax with my Ocarina of Time 3D copy and my ActionReplay PowerSaves 3DS, but how can I get back FBI and the Homebrew Launcher on my Home Menu as icons ?

If youcan still access the Homebrew launcher with Oothax, try instaing FBI.3ds and launch it from the homebrew homebrew launcher, then install the Homebrew Launcher/FBI CIAs from there.
