ROM Hack Question: Hacking the starters in Omega Ruby using Pk3ds

Is it possible to use the "cro editing tools" at all ex) changing the starters or the type

I've read in many posts it is not, but watched many people do the randomize challenge on YouTube and thought maybe pk3ds got updated to allow them to do so or they used another method.
