ROM Hack [question]"access/read" a unique id from 3ds Roms ?

Is it possible to "read out the unique id from a 3ds Rom ?

I am trying to make a "Simple Rom Manager", which automatically shows Information about the Rom.
At the moment I use the Rom Name for that information, but the problem is, that if the Rom name is slightly different it doesn't work anymore.

Then I found the site "http://www.3dsdb.com/", where I saw that each game has a unique id.
So is it possible to "read out" this id in a programming language like vb.net?
If not, then is it possible with an other programming language or a third party tool?
