Why does it need to be a magnet link? Is there things inside it that are illegal in any way?

New to homebrew and I'm generally curious. If this has already been asked (and answered) before, please link me the thread and I'll take a look. Thanks in advance!

3ds.hacks.guide can't directly host copyright material because frogcert contains data from the 3DS firmware.

Depends on what Canada's stance is video game hacking and homebrew. If you don't wish to trouble yourself with whatever laws you don't want to land yourself in, don't use your CFW'd 3DS to install pirated games. The choice is yours.
