Hacking Question about FBI

Alright so I have FBI installed onto my Health and Safety app, my question is, is there a way to update the FBI installer?

1) Either reinject an updated version using Decrypt9, 2) installing an updated version of FBI.cia using the FBI version you already have and putting the old version in a folder on your home menu, or 3) if your FBI is version 2.X, there's an option to update it from inside the app, but that does basically the same thing as option 2.
