Hacking Question about 3DS system transfer

(After transfer)
I know the target 3DS need to wait for a week and it can transfer to source 3DS ,if we want to get my
original NNID.

I have a Question : does it apply on the source 3DS?
Suppose I transfer source 3DS to target 3DS on 1/1,and I restore the NAND backup to source 3DS.
Whether I can create a new NNID on source 3DS, then do DSiWare Downgrade with other 3DS on 1/1 ?

AFAIK you cannot get around the 1 week waiting period on target or source 3ds.
