I don't know if it's possible to use ntr with chiaki or not or use moonlight in conjuction, but it may be possible. it just wouldn't be using the wiiu to emulate it, so you'd need the system in question.

there's are streaming apps. I don't know if they will work for a vita on to the wiiu gamepad. It's your only hope though.

All streaming solutions on the Vita seem to be based on this: https://github.com/xerpi/vita-udcd-uvc
There's nothing to connect this to a Wii U through, so one would need to hook the Vita to a PC, then stream from there to the Wii U with moonlight. Sounds overly complicated and with high input lag.
