So I was playing monster hunter xx and I went to see if enabling the l2 chache and clock to 804hmz would make the game go faster, and to my surprise they were already enabled, and I was like ''what?'' So I disabled them and deleted all the files of mhxx and started playing mh4 and I went to check if the 2 thing I mentioned previosly were activated, and they where and I was frustrated because it didnt happen before, so I tested with other games and thing, and everytime I open something it autoenables the 2 things, and I have to disable them manually. I already checked if on the startup luma3ds menu they were activated and they didnt, it was on off. I dont know whats happening with luma3ds it freaks me out because it wastes my time that I have to check and disable them, but also that if I forgot to do it, it drains my battery faster. Is there a way to fix it? And if there is a way to fix it, how do I fix it? I just upgraded my microsd card btw, and it didnt happen before. Thanks for reading. It would be really apreciated if someone could help me solve this problem.

It's not a problem. That's how the New 3ds works. Games which "require" higher clock will overclock. (It did happen before, trust me.)
And the battery thing? Yea, you don't have to care. It can still survival about 6 hours of play time.

If it's already enabled by default, then it's already making the game faster :P
Some games (like MHXX) enable it by default on the N3DS
