Hacking Problem with DSIWare Downgrade

I'm stuck on the system transfer step of Plailect's guide, i system transfer normally and i have the legend of Zelda: Four Swords on my source 3DS installed on sysnand and on the SD. After the system transfer the dsiware title isn't on the system memory of the target 3DS and the SD copy cannot be transferred to the system memory with the error "The data could not be copied." Everything is normal about the SD Card copy (Block Size is 115, thumbnail is normal) and rebooting / logging in to Nintendo Network / formatting doesn't work. After formatting the dsiware lost the thumbnail (Replaced with a question mark) and had a block size of 0. This is the second time i've attempted the system transfer and both have yielded the same results.

Target 3DS: 11.2 stock
Source 3DS: 11.2 A9LH + Luma3ds
Game: Four Swords Anniversary Edition with hacked save installed
Question: is there a way to use HomeBrew to inject the save on 11.2 or use FBI / Godmode 9 to manually inject the public.sav?

I use LOE to do downgrade and it works great even when the game removed from Eshop.

I downloaded it from the eShop On a DSI and transferred it to my source 3DS when I got it, then when I got my target 3DS I backed it up to a CIA, system transferred it (without the hacked save) and installed the backup on the source 3DS. The CIA is legitimate as I can launch the source 3DS with no CFW and the DSIWare title works fine.

By this process you delegitimized the game. Once you transferred it to the target 3ds, you made the game only legit for your target 3ds.

So Nintendo will not allow you to transfer it again, because it is illegitimate on your source 3ds.
