Hacking Problem after unlinking sysNAND and emuNAND

I have a 9.0 N3DS XL and I had a problem with .cia files always need to be unwrapped, so I read the official gateway manual (http://maxconsole.com/maxconsole_files/v3.2.1-New3DS.pdf) and it says I need to:

"Remove your internal SD card and Gateway Red cart. Power the system on and do a system format from the System Settings menu. Once finished, power the system down and replace the SD card and Gateway Red cart. Power the system back on and test again."

The problem is, after I power the system back on, I cannot access the Gateway menu (from setting -> ds profile). I have a backup of my emuNAND (not sysNAND), but it still does not work after I revert the state of my microSD to the backup. So, how can I access the gateway menu again?
