Gaming PQ2 JP region only message

So Persona Q 2 is out and in a word, it's amazing. But the JP version comes with a special message when the game boots up, and it's removed in the other regions.

Anyone have a clue to what it might mean?

A rough Google Translate remotely says stuff along the lines of "Don't distribute this on the Internet" though it may also say something about keeping game footage off the internet too, sorta like the P5 streaming ban from whenever ago.
