Hacking Powersaves, Private games header

I had search for a very long time yet I didn't find the answer.
So, I decided to post it here.

I am getting sky3ds+, but I don't have a powersaves and it is very expensive.

Then, I found a EU Powersaves, will it able to extract my US game header for my US New 3ds xl console?

I am-
-Having US version N3dsXL
-Want a private game header
-EU Powersaves is cheaper
-I have a US 3ds game
-Will it able to extract the (US)private game header for me?

If you want, I can dump a private header for you from a copy of Steel Diver. I'd destroy it after anyhow. I'd just charge you for the game itself. (I'd buy used from EBgames - it would be cheaper than a powersaves.)

I believe powersaves are "region-locked" as well.

Powersaves itself is not region locked
However the Powersaves you purchase comes with a serial number thing, which is region locked
i.e. because I live in a PAL region, I use a PAL code with it, but if I wanted to use it with US games, I'd have to purchase a code for US Powersaves
