I was just wondering if it at all was possible to have a CIA of Gateway. With the full set of tools, or at least with the cheat menu/tools.

Then either buy a Gateway or learn how to use NTR.
Those are pretty much your only options at the moment.

I don't have a wii u anymore to test it myself, but if homebrews are not visible on the wii u menu I think you can press L + R + minus to open the plugin menu, there should be an option called "homebrews on wii u menu" or something similar
