Gaming Portal 2: Access the Puzzle Maker from Console?

I'm new to map making, and would like to start using puzzle creator. My BOUGHT FROM STEAM copy of portal 2 is buggy and will always say 'no steam' even if steam is running. I can get to maps with the console code 'map ' so single player is fine, but I have no graphical interface for a menu. What I want to know is if i can access the puzzle maker from the console like I do to load maps. Thanks in advance for any help!

I can't answer your question, but I suggest you try reinstalling Steam. It might solve your issue.
If you have a lot of games you can backup them first so you don't have to redownload all of them.

Delete Portal 2 from your Steam folder manually, and re-install it.

All of my steam games run off of an external hard drive because my HD is only a mere 30gb. I think this is the problem because steam is installed there too, Portal 2 might not be 'seeing' steam. If I have time I'll try steam on the hard drive, and games on the external.
