ROM Hack Playing .CSEQ files?

So we can extract .CSEQ files and .CWAV files, but how do we play them? I think files are responsible for things like the Miiverse loading music and the default home menu music.

I know that you can convert .cwav to .wav with ctrtool, though I'm not sure if you can do the same for .cseq.
