Well yeah would like to know of some nice genre crossover games,
like there are simulation games like some golf games where you actually had a "Level up" system like in rpg or in games like Soccer manager where you had parts of Town building with it ...

I totaly love sim games where you can actually level up ... an example would be Recettear where you have to manage an item store but again "need" to level up your merchant level and your adventurers

there are some shooter with level up system as well (friend is allways talking about MAG {PS3}) or Savage (think that was the name) which was a shooter with Building Sim ... well more or less ...

if you could suggest some nice ones i would be happy.

IIRC both Borderlands and Deus ex are FPS with RPG elements.

The Stalker series mix FPS games with some light Western RPG mechanics, like weight management, leveling of weapons, and special items which make your character more powerful or resistent to bullets and such. It's also incredibly atmospheric and awesome :)

It feels like if Fallout were to have not been taken over by Bethesda, but still got a heavy revamp. And some scary elements added in as well.

Well, there's Alpha protocol, not a sim, but it's an awesome game although lots of people give it low rating..
