Hardware PARTNER-CTR Capture Debugger dipswitches?

Hey everyone! New member here.

I just got ahold of one my grails, the PARTNER-CTR Capture Debugger! On the back of the unit itself and on the back of the 3DS controller, there are some debug dipswitches. I've looked all over online, read the available manuals, etc. I haven't been able to find any information on what they do. Any ideas?

Any help would be greatly appreciated!
