ohana3ds help

I can't open ohana3ds nor ohana3ds rebirth anymore. I assume I'm missing dependencies but I'm not sure what. I enabled .NET 3 in windows features but nothing works, I just get something like

Configuration system failed to initialize.

To take a wild guess, "v2.0.50727" suggests you need .NET 2.
