Ocarina Cheats not working

I recently downloaded some wbfs files from the r/roms reddit from the Ghostware Internet Archive link.
I pressed te Ocarina button on USBLoader and created cheat files. I added the cheats i want, press create, and played the games. However, none of the cheats seem to work.
I checked the text files for the cheats and they have the same region as the game wbfs.
I also have Ocarina as "use global".
please help

U also need to enable cheats, not just create the gct file from the txt codes

A lot of the codes hosted these days have become messed up, so I've heard. I know blackb0x was eventually planning to clean them up and host elsewhere but no ETA on that

yes ive enabled the cheats on ocarina before creating the file. it's not that

ive enabled the cheats but still won't work. that's what i meant by "enabling the cheats i want" soz for not being clear. its the same issue for all games downloaded from the r/roms reddit Ghostware link.
its another issue pls help
