Gaming Nintendo switch fan level stuck at 20%

I bought a new Nintendo switch and jailbreak it my switch fan rotation level is stuck at 20%.
if I don't play it's 0%.
My normal temp:
soc:37,pcb:37,skip:35 =0%
My gaming temp:
Soc:45,pcb:57,skin:43 =20%
How to fix the fan.

How to fix any idea before I have have installed some Tesla module but now I have removed everything except (status monitor overlay and the default)

Sorry for confusion reply I am asking at what temp fan level will go above 20% because I watched some video in which like fan level are like 20,21,25 like wise. After I used enable nx fan control I see fan level goving about 20 working as per temp set fan level 20 to 100.
