When I put my ears really close to the speakers, I can hear a very faint static sound (similar to "pink noise"). It won't dissapear if I turn off the speakers.
Whenever I turn my 3DS on or off, I can also hear a popping sound from the speakers.
Is this normal and do you have the same with your 3DS?
