It wouldn't work that way. The ACT.dat is locked to your console's hardware, if it's not from your console it won't do anything.

You might send your psvita to someone you trust along with your playstation network account details. They could then make a separate account on their ps3 to activate your psvita.

I guess this is the only option. Can I do ths on a ps4? all my friends have ps4's, No ps3's.

No. PS3 is the only option, as you can't download PSP/Vita software to your PS4 which is required to activate.
