Need help with a romhack

I've been trying to romhack the ace attorney trilogy to change the textures, but the romfs folder only has a sound folder and pack.dat and pack.inc files. Please help an idiot in his time of need.

this doesn't seem to be a tool for making modifications, rather a tool for applying preexisting patches.
