As FAST6191 says in his rom hacking guide here, tables are the fundamentals of rom hacking. If you don't already know how to make them, there's no way you'll be able to hack a rom. Therefore, you need to learn about tables, pointers and hex editing before you even attempt a hack. I recommend checking out the "Getting Started" section at RomHacking.net.

Read their beginner tutorials and start from there. They also have a discussion forum where you can ask for help if you don't understand something.

he says he did everything I told him but he still sees weird stuff
I told him to open the files up with emeditor, and he said he did and he sees the stuff.
Now he is asking how you translate the text.
I told him to click on the text where the japanese is, replace the text with whatever he needs, and click on file-> save.
I think he still doesn't understand.
