So I have a bricked 3ds xl the new kind and I have another one. What happens if I try to do the nand restore on the other 3ds for the purpose of recovering my games and themes and stuff? Would it work or would I end up bricking the other 3ds as well?

You'll brick the other 3DS, so *don't do it*.
You can always try to call Nintendo and say "well I bricked my console while updating it because I turned it off" to as to unlink your NNID and use it on the other 3DS, but your saves will still be lost.

Your NAND is tethered to your system, restoring it will brick the other system. Can you boot into recovery mode? If you can, then you can restore from your brick, but you will loose your hacks, until you restore them. Otherwise, call Nintendo and they can unlink your NNID from that system.
