Hacking N3DS Pokemon Edition Issue (Gateway)

I just got the pokemon edition N3DS on firmware 10.2.0-27U and was following this guide (http://maxconsole.com/maxconsole_files/gateway/GW-v3-7-1.pdf#) but I got stuck at the part where you scan the QR code and it launches the web browser. This error screen pops up before the HBL does:



I've tried opening up the internet browser separately, but it says that I need to update my system firmware to use the internet. Do I need to update my firmware in order for the HBL to work?

You can use the tube hax DNS to bypass the forced update prompt.
