My Snes9x cheats are not working for smrpg and I have done everything and I need help badly.

Hi, so I was trying to get cheats on smrpg to get the super suit (yes I am bad and it's hard) on my 3ds using snes9x but nothing I do seems to work at all, I've renamed the file a bunch of times and added .cht/.chx and used the program to make CHX files but absolutely nothing has worked. I have done the notepad stuff, changed it to ANSI when saving and literally nothing has worked for that either. I was wondering if anyone could help me because I do not know if it is me messing up or the game does not allow cheats.
