As for original problem I would definitly try formatting. As you have already rooted you can easily backup everything with titanium or similar.
Also as another Nexus 4 owner I would give Cyanogenmod a change. It's their primary device so almost zero problems that I had with Samsung and ZTE devices with that ROM and they are now making monthly "beta" release which makes updating bit easier. Also much more settings for phones behaviour and privacy, best thing is denying apps to get to your personal data.
Windows Phone OS is pretty dope though. Its only real flaw is it's app market isn't as robust as Android's, and Android is still playing 2nd fiddle to iOS. iOS gets most apps and games 1st because theres less diversity to program on. Releasing a game on Android means you need to commit to having your app run as intended on all types of devices. Windows phone isn't as fragmented as Android, but because its a distant 3rd in popularity because of this, its also eith the last one to get an app or the only one not to get a certain app at all.
And to no one thats never owned a Surface RT. Windows RT is crazy awesome for multitasks on ARM architecture. If you compare RT to 8, RT comes up short, but compare RT to other ARM OS' (iOS, Android) and their multi-tasking offerings pale in comparison to Windows. I mean really Android? Is it really so fucking too much to ask for you to play this video in the background while I momentarily look-up a website?
That's upside down thinking and everyone ESPECIALLY developers and publishers should stop that!
Instead of trying to make their game work on every single device (which is impossible just FYI) they should make minimum requirements and give graphics options to their games. Especially now when many mobile phones have 1080p displays with 4" screen for example lowering internal resolution would be really useful to make games work on users end instead of developers trying to tweak the game to work with that device.
That would be like devs trying to make game for PC and delaying it for years because they couldn't get it to work with Johns PC running Windows 95 without mouse.
However this would need some action on Googles end making possible to add more minimum requirements than just minimum OS number on Google Play.
It's also popular because it's only relatively free mobile OS which lets you actually have control over your device as Meego/Maemo, etc. didn't seem to catch up sadly. My personal problem especially with iOS and WP is that they are so closed you can't customise much anything with them.
Windows RT is pretty much Windows 8 made to work with ARM so of course it will have same kind of functionality than regular 8. With Android if somethings missing there's usually community doing it, many android features were actually part of some custom rom or manufacturers exclusive features and google implemented them on regular version.
I do agree however that multitasking isn't androids best features but it's primarily mobile OS where having only one thing open at the time and saving battery are first priorities.
The RT 2 has a Tegra 4. They're phasing out RT though because they're trying to make Windows PC, Windows RT, and Windows Mobile OS one in the same. Just talking straight economical costs, you really only should get an old Surface if you intend to get one with RT. At the price of Surface 2 with Tegra 4, you'd have more than enough to get a full pc-version of windows on a tablet with an atom processor. The current line of Atom-powered 7-8 inch tablet devices that came out in the last year run full windows, which is really, really neat, the downside of which is full-windows takes up nearly all your 32GB storage.
With the visual and feel aspect they already tried out merging with Windows 8 and that did well didn't it?

It did so well that they are actually naming newest 8.1 update to 9 so people would at least give it another opportunity.
