Removed superfluous startup items, made sure the CPU wasn't getting downclocked, checked running processes for any hogs, etc... then I decided to fire up Firefox and see if/how that was misbehaving.

And wow.

IE wasn't too much better.

Also TIL Norton's uninstaller makes you pass a captcha.
