Hacking Moving from one PS4 to another

So I have a Ps4 on 5.05 and another new one on 4.55 Is it possible to transfer my save games and all that to the new one on 4.55? The save games are locked to the PSN account right? Is it possible to go from one Ps4 to one on a lower FW without going online at all? I have a spare router I can use to hook them both up without going online but wondering if a transfer would work?

You can only transfer from 5.05 to 5.05 and above, not below.

Cool so what you are saying is: Beat all the games I want to beat on my old PS4 cause the new one on 4.55 is gonna be a fresh install with no saves carried over?
