Are you on NGE 3.2(xxxxxx) and on the current version of moonlight? Sounds dumb, but just curious.
Current version of moonlight I am on.

As for NGE. Nvidia game experience? I should be on whatever the newest is due to auto updates

Looks like we're up to GeForce Experience 3.3. Lemme check if it works as I have(had) it working on my Vita recently.

UPDATE: Looks like it still works on 3.3. Not sure why it gives issues launching. Maybe try to re-pair the devices?

UPDATE 2: Maybe try adjusting resolution in Moonlight to something a little more standard like 1280x720.

Do you think that the moonlight could be failing due to the vita going through a "wifi extender" ?

I just tried the same settings as you and the RTSP handshake still fails

Try connecting to the main access point that your PC is also connecting to. I'd think there is a good possibility.
