Gaming Monster Hunter Stories DLC dumping

So I dumped my Monster Hunter Stories cartridge to a .cia file, installed it on my CFW 3DS and it works without any issues. I downloaded the free DLC for this game and I intend to dump the DLC to a .cia file as well. The idea is that to preserve the DLC alongside the game just in case the online servers from where the DLC is downloaded goes down. However, since I couldn't download the DLC before creating a save file and you can apparantly only have a single save file at a time, I'm not sure if the DLC would have to be redownloaded if I were to start from a clear save file. I also don't know what consequences that has for the useability of a DLC dump. I can confirm that the FBI app shows a DLC entry for Monster Hunter Stories in the titles list.

Does anyone know if the DLC needs to be redownloaded per save? If so, does dumping the DLC to a .cia file and installing it through FBI install the DLC without needing to actually download it again?

There are two files inside the savedata which are mhr_dlc.sav and mhr_dlc_bk.sav which contains DLC too.
