Hacking Modder Needed! USA, Utah

A friend finally decided to mod his 3ds, it is a n3ds 11.2 USA region, he is looking for the downgrade + arm9lh + luma install, but I can walk him through the installation if hacking is not available.
He does not have a gbatemp account so I'm making the post for him and then continuing the convo via email if possible.

If you know anyone who mods in usa please tag them here, as I'm from Eur and do not know any from there.
